This is only my humble opinion. You are more likely to find a front seam manganese rim M1C helmet than a D bail. Finding a fat buckle Westinghouse factory liner is even easier. I paired mine up to make a M1C helmet that I know was of the type used for Varsity. It may not have been used in Varsity but its correct. Some times close is good enough. -

The US did the same thing the Germans did after 1943….. they ground the 3 off dies and just used a single “4’ for 1944. Cheaper and quick fix.
