It is rare to find the tools, but none of the tools in your roll look to be .50 cal tools. Without laying them out it's a bit tough to tell, but not one of them look to be 50 tools....sorry -

It looks to be a very nice rifle! I am not at all familiar with the eagle-head inspector's mark being used in place of a stock cartouche. Please let us know what you find out on it. Is the bolt handle straight or swept back? It looks straight to me in your photo. By late 1918 it should be a swept handle with a J5 mark. The circle P proof mark behind the trigger guard looks fine, as does the rest of the stock. Any marks on the front end of the stock at the bayonet lug or under the magazine cut-off? Again, interested in what you find out on the stock and additional photos always appreciated. Thanks for showing us this. Steve -
