The look like they may have been cast and then ground down to make them less obvious. Its hard to know for sure, but I see some signs of casting (the little blebs of metal and the like. -

Found this today at an estate sale. Stetson-Ross was a well known Seattle based manufacturer of equipment used in saw mills such as large planers. Patch measures about 13" across. -

I'd say it's "unusual." We used do this with insignia at The Citadel. Called "blitzing". Pour Brasso on a piece of cardboard and then strongly rub the face of the insignia over and over again on the cardboard. Pretty soon, the insignia would look like your TD. I recall some of our Army TAC officers at The Citadel doing this with their infantry brass. When I was in the Army, most officers would just go with the original STA-BRITE or anodized finish and not bother with polishing. Here is my old blitzed Citadel cap badge compared to one I didn't blitz. (haven't been polished in 45 years)
