Thank you so much! Now I understand. So these smaller Captain bars are probably newer than the uniform itself, I guess? Now I only have to find out what branch Major Kelley was assigned to.. -

Here is a yard sale find, came with a gentleman's knife collection that i purchased. He had no history on it but I think it could be dated by the primer on shell casing. Casing is approximate 1.5" length and .5 mm width. The primer is crimped in. Any help is appreciated -

Yes, the trefoil knot on the sleeve. Three braids means major, and the branch insignia should be where the captain bars are. Rank insignia were worn on the shoulder knots before WW1, but since the dress uniforms were revamped in 1938 the knots have been "plain." -
