Here's my example of similar flag, stamped Rock Island Arsenal 1918. Measures 22" x 36" and is made of cotton bunting. This one has more a defined "D" ring but the stitching and overall construction are very similar.

The Naval Wedding of singer Barbara Mandrell in 1967, the groom, Ken Dudney, is a pilot, His service record is incomplete and contractionary, from what I can tell, he doesn't spend much time in, one talk on him says he was a recent grad of flight school, gets married, and shortly after leaves the Navy to manage his new wife's career, that basically means he resigned his commission.   They are still married

WWI era Pennsylvania home guard defense police badge. Theses were worn by home defense police on the lookout for German threats to Pennsylvania.
