Turn the jumper right side out to see what insignia is on it. That could also help in nailing down a time also. All USN enlisted uniforms were folded and stowed inside out, so looks like this one has been properly put away. May be more details. -

Only thing I can think of is they are not US insignia. Many small countries had their insignia made in the US, N.S. Meyers made a lot of insignia for South and Central American countries. When they went under every thing in their wear house hit the collectors market. -

Beyond the frame, the front wheel, probably everything 😆 Rear carrier in the correct style. Front Stirrup Brake Assembly. (Either vintage or Chinese reproductions). Handle bars (current ones are pre-war from what I can tell). Pedals. Lamp bracket. Frame pouch. -
