I got lucky on a search.  Worthpoint describes it as "Vintage 51 US NAVY Nuclear Submarine Pride in Proficiency Brass Belt Buckle Rare".   #3914937665

Hopefully you can get more opinions, as I’m not 100% certain.

I’ve seen WW1 and WW2 Navy Crosses that were named.   But this was unofficially done by the recipient .  They would not have been presented by the Navy named.

This buckle or a version of this buckle was posted in the topic: Philippine Belt Buckles, #673, AUG 25, 2022 Verbiage from the post: Vintage 51 US NAVY Nuclear Submarine, Pride in Proficiency, Brass Belt Buckle, that has been sitting FOREVER on ebay.  Here is a picture of that buckle: Totally different buckle, so interesting to see a separate version. Gold scroll, gold background for the Pride in Proficiency and different placement of the "51".

Thank's on all for your help. You confirmed what I expected - I haven't had a good feeling on this , since I got it.

It honestly looks like its had the tea bag weathering treatment. Id be willing to bet that under those folds, you'll find fresh clean looking material.

Yeah I've seen a few of them. None really go into too much detail sadly in regards for in depth troubleshooting.

Byers likely received his CIB retroactively with the DSC, Silver Star, Legion of Merit and Purple Heart for his December 1942 actions in Buna.  It's difficult to research the CIB awards of the 8th Army as many of the documents do not list CIBs in the manner of the ETO units.

Not sure of the unit yet, but definitely made in the Philippines:

Thanks for your insight kurtA. Could the note be true if Holsinger was was on another ship during the surrender ceremony? It doesn't specify he was on the Missouri.    My research shows Holsinger being a Major when assigned to MacArturs staff. Is the note on a Majors uniform? Can someone let me know what rank each of the uniforms represents?   I could also use some help pairing the shirts with the correct jackets. I'm also not sure if the hat that is pictured with one of the shirts goes with the uniforms. It was not hanging in the closet with them.
