I’m not an expert on ww1 uniforms or units but most uniforms I’ve seen sell in the range 200-1500$. Usually that high end of the range is army air corps and rare units. It really depends on the unit but it seems to be in pretty good shape besides the ranks having some holes. -

But wasn't the wear-out phase until 2010 or so with the BDUs and DCUs? Couldn't he have stuck with the DCU out of personal preference until it was no longer possible? -

Army stores do sometimes add stuff to make jackets more appealing. There are a lot of stories about this on this forum, where you could even get a jacket mocked up to your preference at some surplus stores -
