Army stores do sometimes add stuff to make jackets more appealing. There are a lot of stories about this on this forum, where you could even get a jacket mocked up to your preference at some surplus stores -

Final update for tonight: Close-up of the ribbon bar and insignia. Confirmed the Asiatic-Pacific ribbon with battle star (Midway/Yorktown), the American Campaign (Tuscaloosa/FDR), and his Philippine Liberation. Also have his gold bullion Medical Corps and Lieutenant rank pins. The 1935 Good Conduct medal is officially engraved with his name. -

I’ve spent the night digging through the Officer’s Qualification Record Jacket I found, and I think I’ve officially confirmed the family story about him serving FDR. I found several documents from the USS Tuscaloosa (CA-37), including his promotion to Chief Pharmacist's Mate on February 16, 1940—which was the second day of the President's famous 'Southern Cruise' to the Panama Canal. I also found a Plan of the Day from October 1939 signed by Commander Joseph Redman (the future Admiral), who was the XO of the Tuscaloosa at the time. Here are some photos of the 'new' finds, including a candid of him in San Juan in 1940. -

I mean I am the son of my father who shares the same last name, I found a bunch more documents that seem to show a lot of information about where he served.
