Sorry dave but when people accuse me of something that I am not involved in thats a issue. I could have been a little nicer I guess. But to say maybe I know the seller and I am covering for them because I disagreed with how he handled the issue witch sounds like is still ongoing is crossing the line for me. -

This is just a guess but this looks like a patch worn by members of an on base (Eglin Air Force Base) scuba diving club for service members and their dependents. Below is a picture of a similar patch for a different air force base. -
