It looks like a "798" to me... Though I have no idea, why it would be hand-drawn or what it actually stands for as I only know the armor patches with the band underneath them... I have seen them without the band, but never with a written number... -

you are correct, the only down draw to that is that when It became wet, which was probably most days from inside the jungles of Vietnam and humidity et. They got extremely heavy. A lightweight nylon one seems to be an extremely good idea -

It looks like the Herbert Lee Webster in these posts was born in Tioga in 1920 and for our legion to mention Herbert Lee Webster in 1923 it may have been named after his father. -

The military experimented with many things during the Vietnam war. With that said they made good use of WW II BAR belts.
