Beautiful cap. A privately made version of the Army's 1902-1911 pattern dress cap for enlisted men. Its less usual to see these with a west coast uniform companies mark. These were typically bought by state National Guard soldiers, occasionally Army NCO's putting together a tailored uniform, recent veterans and etc. -

The years of you speak of would match the time frame this emblem would have been worn. It’s a regulation cover emblem that has been modified for wear as a brooch. The stabilizing pin and screw posts have been removed. Its a well executed, converted sweetheart emblem. -

The measurements you have provided are definitely cover size dimensions as collars will measure 1 3/8”. Could you provide a photo of the rears. It may help. -

The second one looks more convincing to me - almost LWLW fabric. One does need to be cautious, as repro boonies are being made using original material. I’d defer to Bob and others @vintageproductions
