I don't believe this patch has ever been identified probably because it was never a legitimate patch in the first place. The design is too close to the Marine Raider SSI for it to not have yet been identified being a sought after elite unit piece. -

Adding a picture I found that might be a Model 1872 Mounted Artillery Officer's Saber. Actually, I don't know if there were any other sabers with this German-looking design in the US at that time. -
