It is in horrid shape but the paint is different than the usual and the line that goes the whole way around the top makes me think there was some sort of band there to hold something in place. -

I found the original document establishes my post as the Herbert Lee Webster Post 0235 in 1923 and it is named after this Herbert Lee Webster’s father from WWI -
