Thank you all for your answers and input. I have been in contact with the Nat. Archives. A "quick" search showed no result/match. They were very kind in giving me advice as to how to continue my search. But is will a search for the proverbial needle in the haystack. And from where I live is going to be even more difficult. So, I probably will let it rest. But thanks again for your answers. Highly appreciated ! 

No evidence it was added. I am assuming he never got around to it. What do you advise? Leave it off? If there is a chance, he had it but didn't attach it, I would favor adding it. If I do add, are you saying just the #2 patch since this would supersede the one without the numeral? I assume 4" above the cuff seam since 4" from the bottom of the sleeve would look weird. Online would have been worn. My guess would be the second award patch with the "2.". Is there evidence of one having been removed from a sleeve? If not, should one be added just to make it "correct" despite the soldier never adding it himself?

That's a solid list. A lot of it still applies today, especially thinking before posting and remembering you don't have to respond to every disagreement.
