I figured out the mystery. For some reason, maybe because he wanted it to lie flat, he attached wax to an oval Smith plate of some sort, and then attached it to the back of the buckle. I just pried the plate off the buckle. Here’s what it looks like now. Makes a lot more sense. -

I thought it may be a copy, but I never seen one outside the one contractor of Dieges & Clust. Medal is a bit thicker/heavier than other samples. I could say re-ribboned but then there is no number stamped on the medal itself... -

I traded this NY State medal but could not tell him much about it as there is no number stamped in the 12:00 position. Has a wrapped broach and the ribbon and medal are cleaner than other examples I have. Any ideas or comments? Thanks
