How were the two pieces connected? Totally "odd", but If whatever was holding them together appeared to be period (e.g., not Crazy Glue) I would have considered leaving them connected. -

I figured out the mystery. For some reason, maybe because he wanted it to lie flat, he attached wax to an oval Smith plate of some sort, and then attached it to the back of the buckle. I just pried the plate off the buckle. Here’s what it looks like now. Makes a lot more sense.
