Unknown patch ID: Aggressor Patch

This one looks very familiar but I cannot remember what it is, also, did a search and could not find anything.  Civilian labor patch?

It is an aggressor patch for the US Armed Forces.

Now, this patch came with those boards.  I could not explain the boards at all, but now am wondering if they were part of the aggressor force uniform.  The major insignia is pin-on.
