Unusual 1/2 inch Army ribbon bar

With only two ribbons one being the Army Good Conduct Ribbon I assume this is an Army ribbon bar. The first thing that struck me as odd is it is a full 1/2 inch tall. The second thing is the odd screw posts and nuts. The third thing is the inside bar appears to be solid brass. Anyone have any thoughts?
