2.) Military?

3.) If so, what rank and branch?

That is what it looks like to me, the bottom half of an upside down Chief Petty Officer's rating badge.

Just guessing it could be either an unfinished piece, or not US military, but of similar construction?

Reminds me of the CPO rates from the TV-version of "Voyage to the Bottom of the Sea".

 

Probably foreign or unfinished. I want to say a Central or South American navy used something like this.

Yeah I think it is an unfinished piece that was supposed to have a bullion Eagle and rating added.
