I'm not sure if by him, other Seabees, or natives? Senior, I don't know if they ever were standard. The modern Navy uses badges extensively. The patches were used for "dirty work" uniforms, but mostly the modern Navy is still using badges. I have seen badges still being used though. Here is a gate guard security type Sailor with the badge being worn. The second picture is a MAA wearing his badge. .
