This is an oddball a friend of mine has had for a while, almost looks japanese made. Anyone ever see one like this

Good possibility, the color reminded me of some of the FE Japanese made GHQ patches I've seen

It's Japanese made and was made for collectors only

This patch was made by either Jim Maxwell or Harry McAllister while they were stationed in Japan late 1950's-early 1960's.  It was made for collectors.  I received one back than as a kid.

Thats interesting. Why did they make them? What other ones were made by them?

They made a TON of different designs and sold them to collectors, often through ASMIC connections.
