The Defense Nuclear Agency 1st Design, it was replaced by a differant shoulder patch in January 1970, the unit was still called the Defense Nuclear Agency after the new shoulder patch was adopted, but it under went a few redesignations over the years, it's now is called the Defense Atomic Support Agency. As Crytimes said, a common patch, here's a page of them on E-Bay, no idea when it first started to be worn this 1st design, but note this was also made in Flat Edges, so where looking at least back to the mid 1960s when it must of come out.

Take you pick :D

Tell him he had the patch upside down, and that it is a special unit that is studying the use of atomic waste as a growth aid.
