I think this is a 99th Recon Wing.. Looks more like a Blazer patch than a uniform patch to me tho..

It resembles the WW2 era 99th Bombardment Groups design, it could be a reunion type patch, or the latter 99th Recon Wing, but also appears to be for a reunion . But check around it could have been worn this way on thier jackets.
