unknown hallmark on my army pilot wings

i have seen this hallmark before on one of my shooting medals a S in a circle, anyone have an idea about this one, the list of manufactures page on this form says it's unidentifide ?

For some reason I remember this one being (perhaps incorrectly) attributed to Susco/Sugarman in the past. I've seen this on badges/insignia mainly from the 1970's, so I suppose (technically) there should be IOH marks, not just a circled letter "S"

this wing had long prongs but was snipped down some

i found more circle S on my colonel eagles

Circle S is one of E. & H. Simons hallmarks. See photos of older US Army flight wings. Looks like this dates from 1967.

i just found out that i had one of these hanging around in my case of wings and things sealed in its bag. i could never see the hallmark because it was tightly sealed
