WWI Navy Bars Maker Questions

I have had these WWI Navy bars for nearly 30 years and originally thought they they were mostly Gleim Type FII bars because of the thin doubled rope segments about 1/3rd the way across the the top. A few look like FIIa pieces. In Lasslo's 1992 book he lists these as from an unknown maker.

 

I have never been 100% certain if I am correct on my identification and I am also wondering if more information has come to light in the last 30 years that could help me better identify these?
