Us Navy photograph

This looks to be from the 40's, stuff at the bottom near gibberish to me, if the photo is unclear to you, it is sailors marching through a field, on either side at the front of the 7(?) rows of marchers is  a sailor holding up flags, one is us navy of some type with an anchor, other is obscured by the flagpole itself. there is a large flagpole to the left of them, with an american flag, and a radio tower behind them it looks like. the caption is CO.191 "SATURDAY MORNING REVIEW"

bonus thing i forgot, most men other than the ones with the flags, front middle, and the one dude in the back, look to have garands
