Colonel strap - When and where made?

I found this single strap in a bunch of German bullion insignia at a Bavarian flew market this weekend. Does anybody know when and where it was made?

My thought is WW2 era possibly WW1 but I wouldnt date it before that

Based on the attachment clips and materials, I'd say 50's/60's. Could be late 1930's, but I don't think so. From 1941 to 1957 dress blues weren't authorized. Appears to be for a Chaplain (black background). Look to be US-made.

But, very tough to date these (easier if on a uniform with a dated tag inside)
