I went to a local antique shop and bought a couple misc. military items, and at the checkout the owner tossed this badge in for free. From what I've gathered this badge was privately produced and sold to soldiers who participated in the 1940-41 Louisiana Maneuvers. This example at some point had its loops replaced, other examples show loops that are of circular shape. The makers markings are very fine but the top marking reads:

 

SCNWAABSES

CO.

MILWAUKEE

 

The bottom one reads:

 

I.M.E.U

2

 

The gold-colored disc on the front has the coat of arms, and the Lord's Prayer on the reverse (it is impossible to read without a jewelers loop).

 

If anyone has other examples please share them. These badges are not very common.
