WW1 Navy Uniform

The era of this style of uniform would have put this man in his 59s-60s by 1942

 

My bad, his WW2 Draft Registration card doesn't not ask for prior service, his WW 1 card does, and that was negative, but was done June 1917 with about 18 months left in the war. I mixed up the cards.

 

Here is a photo from else in the forum. I find it interesting that they both have the same lanyard in the jumper pocket.

I've tried to read the cap ribbon but can't really make out any letters. To me they seem to look like some of the German tallies where some parts of the letters drop below the base line (i.e.- it is not straight across the bottom.) There have been several occasions where the Navy dumped massive amounts of uniforms on the surplus market, after the Span-Am war ( they thought it was going to last a lot longer and be a Naval war) and WW 1

 

Any way, I have not been able to make out the cap ribbon or the belt buckle (another top that this is not USN)
