WWI German Occ. & WWII Victory Ribbons with Stars

Here's an interesting two ribbon rack I recently acquired. The German Occupation and WWII Victory ribbons are both plastic coated and I have no reason to believe they are not from the same veteran. The interesting part to me is the star on the occupation ribbon. I know that stars were frequently added to the WWII victory ribbon by veterans for various reasons. But I can't figure out why one would be added to the occupation ribbon. Perhaps to denote combat service in the great war ?

Maybe it was his way of showing he was on occupation duty twice, after both WWI AND WWII.
