Unknown leather patch

here it is. first what is it? is it finished? kinda looks incomplete. Also, its on a pretty thick piece of leather compared to my other leather patches. makes me think its a recent make.

Actually looking at the patch , on the right side there should be the title "Fighting 33" starting in the lower right and running upward to top right , that's why it look unfinished.
