It appears to be a charge loading area if so , odd little gizmo for sure , it having a "size" marking makes for the conclusion of it being some sort of "ordanance" it needs furter research ................................. Thanks, thorin6, you nailed it, except I think it's for the Shot Put rather than the Hammer Throw ... according to Olympic rules male competitors throw a 7.26 kg shot with a diameter from 110 to 130 mm (thrower's choice, depending on hand size). The ball used for the Hammer Throw is the same size and looks the same, but the threaded plug has a ring for attaching the throwing handle wire. This picture is for the Shot Put ball.
