Can someone tell me more about this SC Plotting Kit?
Use? Era? Purpose?

I would date it end of or post-WWII. It appears it may be part of a Operations Center AN/TTQ set-up as described here:

 

"AN/TTQ-1 and 2: filter and operation centers transportable in two and one trucks respectively for plotting flights of aircraft. Still smaller versions for use with gun and searchlight battalions were ANTSA-1 and 2. "
