ERDL Utility cap - real?

I found this today in the Halloween hats at a thrift store, and while I've seen similar private purchase utility caps, I can't find any with this exact tag.  The material is very thin and you can see through it holding it up to a light.  Any help determining whether it's real or not, and when it's from would be appreciated.

Not made to government specs for official government issue. This sort of hat is/was sold in all sorts of surplus stores, outdoor stores, etc.
