This is a lapel pin for the Society of American Military Engineers (SAME). From their website:

SAME annually presents medals and awards to individuals and organizations from the public and private sectors in recognition of achievement in support of the A/E/C profession, national security objectives, and the SAME Strategic Plan. Since 1948, SAME also has awarded an Award of Merit bronze medal to outstanding junior and senior ROTC students. These recipients are selected through a central military service board for the Army, Navy and Air Force Reserve Officers’ Training Corps Programs.  http//:www.same.org
