collectsmedals Posted February 7, 2013 Share #3 Posted February 7, 2013 The dark red ribbon is a Navy Good Conduct Medal, second award. Certainly dual service veterans are not that unusual so I don't see that as an issue with the rack. I have seen plastic ribbon holders before, and I have a very similar plastic ribbon holder from a Navy Vietnam veteran except the one I have is gray.
