USAF ribbon bar question

Here is a recent find:

The awards look consistent with a Vietnam era USAF NCO, but the purple ribbon seems to be a Navy award?

Also, what era is this weird plastic rack?

The ribbon is a Navy Good Conduct ribbon with a bronze star. It represents 8 years of good conduct

The dark red ribbon is a Navy Good Conduct Medal, second award. Certainly dual service veterans are not that unusual so I don't see that as an issue with the rack.

 

I have seen plastic ribbon holders before, and I have a very similar plastic ribbon holder from a Navy Vietnam veteran except the one I have is gray. The one I have is brittle, so be careful handling it.
