US Navy Enlisted Dolphins Badge H-H Sterling 1950's?

Hey Guys,

I just over the weekend acquired this Navy enlisted dolphins badge. I am aware that the enlisted badge wasn't authorized until 1950. The question I have is, was H-H given the first contract to manufacture these, and if so, can anyone date this H-H maker mark? Thanks, Kent
