The insignia on the original card is similar to a CPO device but I cannot positively identify it.

 

Top to bottom - left to right:

That is a CPO's collar rank device and the badge on the band is a Warrant Officer's hat badge.

That is a CPO's collar rank device and the badge on the band is a Warrant Officer's hat badge.
Lee, I think that is a CPO hat badge rather than a collar device. It seems to be about the same relative size as the officer hat badge. Also, collar devices come in pairs.

The bullion WO hat band is rather scarce. Nice grouping!
