Unfinished 1942 Reliance T-5 Parachute harness?

Few months ago I went to a County Fairgrounds Antique Show and while walking around and finding very little I came across a dealer who had a OD Parachute bag on his table, looking inside I thought it was a white WW2 seat pack harness (I am a little familiar with AAC stuff) asked the price and without dickering bought it and took it back to the truck. Only after a couple of days did I take it out of the bag and start to straighten it out did it dawn on me that this was a T-5 harness and in the bag under the harness was the pull out panel with the static line. I need help from you guys as I am assuming that the risers were never sewn to the ring that the shroud lines attached to so this was never finished? The ends of the harness web looks like the tips were dipped in wax (?) and just a piece of canvas sewn to the inside of the end of a riser on each side so were these un-sewn or cut off? I tried to get not well done pics of the markings. I would appreciate any thoughts or ideas. Oh, in the bag was a smooth wood tool-this a packers tool?

Great Find! Your harness is in typical Reliance fashion, with their characteristic direct stamping and particular shade of khaki canvas.

 

Your T-5 harness is indeed unissued, most likely as a separate replacement harness. The connector links are technically part of the canopy assembly, not the harness, hence replacement harnesses do not have links. The canvas buffers provide a thin layer of protection between the webbing and the hardware.

 

The wooden apparatus does appear to be a rigger implement, although it is not government issue. This is most likely a civilian tool.
