The Eagle, our national symbol, should survey from atop its chosen perch. Nothing should be above it's head, just as we should put nothing before our country. The eagle's position and attitude make it look like it's struggling to hold on.

Fair observation, though maybe more nuanced, regarding holding something versus not.

 

Doesn't matter much, as they (surprisingly) didn't ask my opinion.
