Not 100% sure but this has got to be a riverine sailor with the 521st River Patrol Section as they wore a similar colored triangular patch with the wording of TUAN GIANG at the bottom (see photos).

I assume the insignia on the beret was a USN officers small eagle and crossed anchor and what we see here is AI generated. Most of the original photos I have seen are not clear enough to make out the beret insignia and are black and white. Here is Boehm around the same period

Robert was fatally wounded on August 29, 1968 in the Gia Dinh province of South Vietnam. He was 19 years old. A recipient of the Bronze Star and Purple Heart Medals, Private First Class Foley is honored on the Vietnam Veteran's Memorial in Washington DC on Panel 46W, Line 58. Robert lies in rest at Mt Hope Cemetery.in Mattapan Massachusetts. DUI on th eberet looks to be the 12th Inf Regt and may have served with them under the 199 LIB.
