Asking for a friend. Why does this ribbon bar have two Victory Medal ribbons and 4 stars? And is it Navy or USMC?

I have seen this before, and the only conclusion I could come to was that the state the soldier came from also had a WWI service medal that they gave out, and they used the same ribbon. It isn't anything that I have proven though.

The Oregon WW1 Service Medal had the same ribbon as the WW1 Victory Medal.
