Hi Tony!

       I think this is an older commercial tool kit. The buckles and fasteners are not close to  military quality and not even very good civilian pieces. It may date to the '50's-'60's or even the '70's. Keep in mind that it was probably subjected to sun, rain and cold most of it's life, hence, the "old" look it has acquired. The leather itself is not up to military quality either. The eagle does make it look nicer. Sorry for the pessimistic appraisal.
