Is this pair Civil war of prior to ww1 cavalry collars ?

Size is 1 1/8 to 2 1/2

These look like they are appropriate for WW1.... 1910 to 1919 or so.

Being 2 1/2 inches across makes them the M1902 Enlisted pattern.  In 1904, the size was reduced to about 2 inches across 

As I see no evidence of a center screw post being removed (especially on the top example), I would say these are the pinback collar version (not the screw back hat version). 
The original pin assembly would have gone from the top left (behind the scabbard drag) all the way horizontally to the opposite right top.  You can see remnants of the solder base.   
The original catch would have been wrought open wire, not a locking catch.  
These two pins were apparently restored with an incorrect diagonal pin with locking catch. 
These may have been originally bronze for the service uniform  but were harshly polished to make them resemble the gilt dress uniform version.

These are SpaAm War examples.

Some call them 1896 pattern, some 1897.

These were replaced by the short lived 1902, which are seen is very scarce numbers.

Then came the 1905 pattern, which folded into the 1916 patterns, which are not scarce.

Last was the 1926 pattern.
