It looks like it was painted over.

 

What is it and should I buy it?

Looks like a standard WW1 US 75, fuze should be marked Scovill 1907.  I cant tell if the driving band shows its been fired or not (most are found fired).  Last one I sold in similar condition I got $60 for.

I'd buy it at $40.  You can usually find the 75mm shells around to pair up with it.

Weren't the bodies of these painted such that red meant shrapnel?

It looks like there could be two crimping grooves below the rotating band. If so it would be a 3" M-1904 Field Gun  shrapnel. Provided, of course, if the diameter is 3". Information  not provided in original post.
