Honestly haven't seen them before but searching on ebay, they do exist. I guess they're meant for wear on jacket collars. Maybe they're a foreign make.

Looks a lot thinner than normal, but the pin on the back and brownish appearance of the paint appears to be the French style.

Yes, the do exist, both US and foreign-made. The were worn on collars and overseas caps. Not uncommon Insignia.
