Is that the original box too? 

I'm going to throw out $350 - $500.

It's actually a rather common medal, as it was produced in great numbers and the State of WV still has thousands of unissued medals on hand that they will send to individuals who can prove they are a descendant of whom the medal was issued to (name on rim).

Many you see for sale are mint in the box (see Ebay - lots of them).  

The condition of this one is pretty rough and it is missing the ribbon.  Unless the recipient or his unit had a very interesting CW history, this medal isn't one most collectors would want (unless priced very low)  Too many others for sale to choose from that are in much better condition.
