Does anyone know if this might be custom vs official issue service hat?  No lining or labels but it does have an unusual inner band to help hold its shape.  I’ve seen something like this sewn into the inner pants cuffs.

 

This  has got to be one of the smallest service hats I’ve seen, it’s about 6 3/8 although it might have gotten wet and shrunk.
