Any help is welcome about this USN Fore And Aft Cocked Hat..

Is a genuine one and could be dated???

Apart dating I need to know rank and any info about maker stamping:

Wm. H. Bellis Co., Annapolis, MD.

It's genuine but could be anywhere from around 1900 to 1941. If each piece of gold lace is 1 inch (which this looks like) the rank is from ensign to lt. commander. Commander and captain would be 1.5 inch. Admirals would have gold lace all around the edges instead of the black silk. 

 

Wm H. Bellis was an Annapolis tailor that, from cursory Googling, appears to have closed in 1949.

I wonder if these hats were discontinued October 12th 1940 or kept them using later 1940 any pics from those hats on wear could be the key???

These were discontinued and not worn during WW2, or after. So it would date prior to 1941.

Thanks Dave and Justin B for your comments...a last thing:I payed 125 EUR for the hat ....is a good price in that shape????
