January 17, 20233 yr #3 It's genuine but could be anywhere from around 1900 to 1941. If each piece of gold lace is 1 inch (which this looks like) the rank is from ensign to lt. commander. Commander and captain would be 1.5 inch. Admirals would have gold lace all around the edges instead of the black silk. Wm H. Bellis was an Annapolis tailor that, from cursory Googling, appears to have closed in 1949.

I wonder if these hats were discontinued October 12th 1940 or kept them using later 1940 any pics from those hats on wear could be the key???
January 18, 20233 yr #5 These were discontinued and not worn during WW2, or after. So it would date prior to 1941.
